ETCC- A 3 PE with 200% growth sits there ?

Day after day after day, this stock doesn't move. I have never seen a legitimate stock with a 3 or less PE, with huge growth, margin expansion, and a backlog of two years of revenues, just sit there for weeks. Only China frauds for the most part. However this company is not in China, and I actually trust the numbers, so absolutely stumped
