Common sense..The public announcement about being in an impasse in block 4 would not have been made if it was smooth sailing for Shell...MY EDUCATED GUESS...ERHC and Total had to agree to whatever was agreed upon because they still had rights, which have not expired..Concessions in the other blocks in EEZ and JDZ,a part of block 4, and or other concessions .The only thing that makes sense with what transpired the last 45 Days
