A forward split doesn't benefit retail it dilutes the share value.

No, forward splits are not dilutive. Holders end up with, say, twice as many shares that are worth what they were before the split. Technically, the same is true of reverse splits, but usually they cause the stock to lose value over time.

Most forward splits are greeted favorably by market participants.
