I am quite sure that there are some huge holders of Fannie and Freddie commons. Don't have anything to back my belief except for what I have read here.
1) 5% of Fannie commons would be 58 million shares. But as long as the warrants (I know they are illegal) are outstanding, the amount for reporting is 4 times 58 million.
2) OTC shares don't have to be reported.
