Buyers only buy at the ask (which make the price go up) if they think there is some way to make money. So, they buy the ask if good news just came out (and the company did not mention anything bad like an RS), or if the company indicated something big will happen at a later date, or if the buyer is fooled into thinking something is going to happen by pumpers.

But, anticipation of news is always worth more than the news itself. Hence the term "buy the rumor, sell the news"
