seems they gotta get the ball rolling -full approval from all regulatory agencies in hand or not- in order to secure boat building slots. given the additional risk -moving forward without the approvals in hand- i would think that would give more reason to use their shell and come public to spread out their risk onto retail investors- or as a needed additional source of financing it all..
