"Exclusive-Samsung's HBM chips failing Nvidia tests due to heat and power consumption woes, sources say". Doesn't GTCH chip design circumvent the heat issue? More efficient, less energy use?

I am still wishful thinking that a 'good' buyer of GTCH would be Samsung. Samsung KNEW there were heat issues BEFORE Nvidia tested them???? Would Samsung already been looking to resolve that issue (for 6 months or so)??
