I'll bet (because I am a gambler) that there are at least a dozen people ready to buy big blocks @4, but will wait until they see a PR drop before pulling the trigger. They are paying attention because they don't want to miss out, but won't buy until the PR hits us all. So I'm seeing plenty of small retail people, like me, buy small amounts @ 4, but once these dozen make up their minds....
