Regardless there's time before $PLPL is forced to R/S - there's headroom to issue an additional 5B shares to raise whatever funds they might want.

Regarding the Restricted Shares - I wouldn't be surprised to see them converted to Preferred (that's not uncommon), so that those shares aren't affected by R/S.

Everyone here absolutely KNOWS a R/S is coming, but timing is tbd and could be a while.
