I don't think I expressed my question clearly. I agree wholeheartedly that China is a bad actor and 800 million from exim absolutely opens up all sorts of possibilities.

Before that happens though, they need to raise more capital from another source. At the very least they need money to pay for the rest of the exims due diligence, possiby to finish the feasibility study as well. If one of the multiple funding opportunities Mark talks about had come through a couple of months ago, would the decision from exim have happened sooner?
