it's inaccurate.

He never got that permit shall we say because of the personalities involved with him and state officials. Laird then desperately partnered with SFRX to get the Juno permit knowing he would have to give up a nice portion of the treasure he was after. Better with some of the pie than none of it.



Judd had the permit long before SFRX was ever involved. He obtained the Admiralty Claim from ARS in 1994. Judd partnered with Old Charter Salvage during the 2003-2004 seasons.

Judd had the permit and SFRX and OCS worked under that permit. Kyle has mentioned this and it's in the Bureau reports. The permit issue came with the 2008/2009 change in the statutes that was authored by FBAR personnel. It was written to align with federal policy stated by President Clinton on his last day in office. It has nothing to do with personalities at the state.

Now I don't know whether someone at the state or SFRX's legal team finally figured things out, but it was determined that Juno was "grandfathered in" under the 1987 ASA. Hence the FBAR could neither permit nor deny activities at Juno.

Regardless, Judd owned the wreck and OCS and SFRX partnered with Judd and were responsible for operations. They bore the costs, not Judd. If they found something he scored. If not, he still owned the wreck. SFRX even paid Judd for the partnership. I forget the actual cost, but he made out.

Of course this matters not.

Where's the treasure? Not the belief of treasure, but the silver and gold?

We're fast approaching 5 years since we were first told the device works and they still haven't provided an ounce of proof.
