You do understand that mm's are not traders, right? They don't buy shares and sell them. They fulfill orders FROM buyers and sellers.
Besides, there are no 'people' making decisions. The OTC is a completely automated system. With over 10,000 companies and billions upon billions of shares traded every day, it should be obvious that only computers could keep up with the traffic.
Lastly, MM's make money on each sale, and each buy. They don't care what direction the share price is going.
