Do they mean cocoons or maybe one generation of the parent strains? Who knows?

Again, any time they refer to strains, they are referring to the parents.

I also don’t know why the would have somebody else raising the parent strains.

There are any number of reasons to raise the parental strains. They are all for research to be able to give a nod to the parental strain(s) as tested internally?

"LAREC will provide insights and assistance in the selective breeding of the Company's BAM-1 parental strains tailored for the local climate and rearing conditions. The LAREC will also raise one generation of the BAM-1 strain at LAREC facilities and deliver the resulting eggs back to Kraig Labs for use in its operations. "

For them to provide insights and assistance, it would help if they did at least one generation of the BAM1 parental strains. To get behind the parental strains, they may have had questions that raising a single generation themselves would answer. Then they authorize purchase of the PS eggs across Lam Dong.

One robust parental strain can come from Brazil, and another from India. Give the Brazilian strain that has been bred homozygous for DS to LAREC...and again maybe they had questions on one of the strains. So they experiment with different mulberry with different groups and maybe even different locations(within central VN) of the Brazilian strain.... They are the sericultural authority for all of central Vietnam. Just mentioning some possibilities, and I have no idea where the winning strains came from, so this is just for purposes of possible examples. I am sure there is much more to sericulture than meets my eyes.

Makes one wonder what the heck Prodigy has been doing all this time.

Maybe they are switching to Bam-1 from the strains they have been raising since Dec. Plenty to accomplish.
