because scammers screwed whole thing up. they use to give credit but some scammers didnt have the money in the bank so they put a hold on it. they wanted to get the money in on the play but money wasnt in the bank thus the hold on everyone. ameritrade doesnt put hold on my otc plays on new money but switching to schab
