I think you are confusing OPTIONS with MILESTONE payments. Options have been granted at set prices and they have them no matter what they achieve or don't achieve. Milestone payments are shares given to personal for achieving certain criteria. I have tried to find out what this criteria is to no avail. Money used to be given and management decided it didn't look to good given our financial situation and opted to take shares intead for these milestone payments.
