All they need to do is step their bids up to the 6-7 cent range and they would probably get quite a few profit takers. In the event of a buyout, assuming all PA and PB shares were converted we would have an OS of 1,706,094,882. An 800M buyout would still net 46.89 cents per share.
Question as to whether Ling would convert his 1 share of A as it seems it was put in place as a voter control block. It does have a conversion though in its class description.
