I have a problem with that paper / article.

He says the processing of electricity from alterative energy to the output of hydrogen is less than 50% efficient.

But he says oil has an output greater than 1. But that ignors transporting crude out of the ground, to a refinery, the energy used and cost of the refinery, transporting to a power plant, and the difference in efficiency of burning oil ( or gas ) vs using a fuel cell.

I agree their are some differences in efficiency depending on use. Fuel cell cars are much better than a gas engine ( even one burning hydrogen ) and less or no improvement in a power plant but you can't totally ignore the cost of getting oil or gas from the ground to the power plant.
