which makes sense. however, it does sound like Delfin was updating MARAD within the guidelines they thought they needed to. Given your example, i cant imagine they just expected the permit to translate from "one story to two" - which is why they were providing the updates they did.

I am beginning to wonder had Cassidy/Cruz not written a public letter perhaps we get a morefavorable ruling - but, once the letter was public it forced their hand and their reaction was to just reject.
