Yes they can pay it back with cash if they have it, so this could be a short-term loan with only 600,000 warrants for dilution.

The fact that they only got 7 million dollars also points to this being a very short-term solution. That amount equals roughly their current debt plus about a month's overhead.

If I still had shares I would probably be feeling cautious optimism (yet again🙄). Since business is more careful with money than government, I think they believe EXIM is possibly close rather than Stellantis. I think the latter will definitely need to see a feasibility study first.
