The pennies tend to skirt legalities, by using tactics that aren't against SEC rules, but probably should be.

The SEC enforcement is a joke. I see volume evidence every day, that appears days before significant news announcements influenced stock jumps, so why can't they make the connections to insider trading?

Being a non-reporting company is the pennies' favorite, because shareholders have little, to no, insight into the financials.

The large funds that have invested are also run by management companies that are not required to divulge individual investors names and stakes, so we do not really have any idea who is financing all of the toxic debt.

Bottom line, if a company cannot report revenue that cancels debt, and shows a profit, then the money is coming from investors, through share printing.
