The inner panty holds the absorbent pad snugly between the legs of the wearer but in spaced relationship to the outer panty. The outer panty is secured around its periphery to the inner panty and encloses both the absorbent pad and inner panty in spaced relationship. The spaced relationship forms an overflow reservoir beneath the absorbent pad.
