You could contact Palos Hills and the Village of Justice local governments and ask them. I don't know that I would advise this since they want to deal with constituents, not subpenny stock buyers. That may be the case with governments in Sri Lanka and Antigua, but it's an option. I saw nothing on the Antigua and Barbuda government website about VPER.
There was a mayoral candidate in Palos Hills I believe (if not Palos Hills, then the Village of Justice) who questioned how and why the city was dealing with VPER or Global Services International or Global Sustainable Initiatives. You could track down her name and possibly get her thoughts on the situation.
You could call VPER directly and ask them. Cybergrab as well. I doubt anyone at EcoTech would have much to say. You could call the skin cream operation or USADocOnCall and see if there is any information to be had there.
