I confirmed live today over the phone with the transfer agent, Authorized share count is 5 billion. They also confirm all information presented on OTC site is accurate per the transfer agent including outstanding. I called OTC earlier who confirmed that those numbers as indicated by the shield symbols next to the numbers indicates those numbers are from the transfer agent.

Anyone wants to try and present otherwise doesn't understand how to verify this information.
