I believe that the Exchange / MM's, they average certain sales/purchases and come up with those mid numbers somehow, it's not the Brokers who prints those numbers, and we cannot place any orders at those numbers.

If you look at the Active Trader ladder on TOS (if you have TDA) it shows the .00065 but we cannot place any order there.

The L2 doesn't show / accept any such orders either. We cannot place orders at those mid prices.
