Its not about the 5 cents. Its that the shareholders officially won. And, that it will not only lead to more victories, but pressure the government to do the right thing. Someone said the government will always do the right thing...but only when they must. They would not do the right thing in the past because it was the right thing to do. They will do the right thing in the future because they have to.
