Mr Smith I agree with you regarding legal shorting. What is more interesting in my view is the possibility of naked shorting. For decades it seems to have been possible to use Canadian brokers to do that. Perhaps even more interesting is market-makers legal shorting. It is their job to short stocks to create a liquid market. It is normal for them to short when the pps rises fast and to buy back the shorted shares when the pps comes back again. But it is also possible for market-makers to manipulate or evade the rules that apply for them. Since OTC stocks generally move in the direction of becoming worthless it would make good sense to short all of them and for instance to cover the short positions after some years. Some market-makers may to some extent act that way? I have a weak recollection that the market-maker NITE some years ago did not follow the rules that exist.
