My point is that the dividends paid by F and F - with or without NWS level - go directly to the Treasury

They can not directly fund any pet project - be it the WALL or ACA or read about RR and the IRAN CONTRA affair (where POTUS needed to sell arms to raise cash on the side --- and then "not remember" -- people went to JAIL - hard time - where a POTUS bypassed the normal way to fund activity)
