Generally speaking trading in a OTC stock is halted because of bankruptcy or a violation of some security rule.
No. generally, money is not returned to those who bought the stock. One does not get a “do over” just because they made a bad choice and lost.
Of course this is fair, People invest knowing full well that there are no guarantees attached to their choice.
