Mueller didn't indict anyone, nor did anyone use his investigation and report to indict... Although it seems he had 10 good cases of obstruction laid out if garland chose to pick it up...

Hur did and investigation and a report....One' reason he didn't indict is he knows it hard to convict a middle 80yr old person period, much rather one with a bad memory........
