He's not privy to any more insider information than anyone else? Does he assume everyone is privy to the same amount of insider information?

Is he spouting off insider information at the same time telling people to buy the stocks

OR

Does he have no insider information and as a paid agent of the company, making up a ton of lies? Oh and also telling people to buy the companies' stock

Either is NOT good.
