When Iraq had their first free election a study was made to determine what was the safest way to conduct a secure election. It was agreed that picture identification was necessary. Paper ballots were to be used by individuals in person. everyone who voted had to dip their finger into indelible ink so they could not vote more than once. We should return to the most secure voting not the quickest.
