I believe the intended word was "exudes" - To display (an emotion or quality) strongly and openly.
When would one normally expect to see an announcement from the State of Indiana or Kokomo city concerning awarded contracts ? I always thought contracts were awarded before public announcements, but I am unsure this is accurate. Do they typically wait until the public announcements are made? If so, what is the normal disclosure period?
