Yeah like koolmc said, these are partial 10, 20, 50K fills: ie I place an order for 5-10 mil shares, and multiple times I start getting partial fills like you're mentioning those small amounts.
If one doesn't want partial fills, one can place an AON order to either get the full amount of the shares of the order, or none.
Cause lots of times, I get those tiny amounts and the day is over and my orders hasn't filled.

By the way, the CSTI and GTSM are always showing 10,000 in either direction on TONR. Change the ticker to CBIA for example or another ticker then those two exchanges show different amounts of Bid/Ask.
