Again, I believe the FIU team is most likely trying to design their antenna to the new sat to phone satellites that SpaceX is now deploying. These satellites are designed to connect directly to cell phones without any cell phone modification. With this system, the speeds will be slow and there still needs to be OPEN SKY for it to work. These new satellites should make it much easier for the FIU team to craft their improved antenna system. They probably need a critical mass of Spacex new satellites for this to work well with which is supposed to happen by the end of August. See link. Patience.
