I don't think "breakout" means what you think.

That was a recovery to a recent prior price which is still WWWAAAYYYYY down from where it had been previously.

And I don't know of anyone that plays OTC's that has a "nothing under a penny" limit. That would be stupid as hell seeing as sub-penny is where the largest gains come from. Duh.
