I think the Effect Notice is a follow-up to the S1 having to do with the Triton warrants. On the most recent S-1. If you look at that S1 amendment 2 it says the selling stockholder may not sell shares until the registration statement filed with the SEC is "effective." So I think this means that Triton can now do whatever it is the amended S1 says they can do--which is confusing to me, but I hope that helps.
