Respectfully, we just disagree, as to what that statement is saying. (That is why I had to ask where it was located.)
Again, not being a smart ass, but the fact that you had to add the statement, " Restricted for 180 days " says a lot.
In general, I stay away from making predictions, but this isn't really a prediction, but more of a statement of fact, according to the way this filing is laid out.
The Effective Date will be within 90 days, but my personal thoughts are, I won't be surprised to see it go into effect in as little as 45 days.
If I end up being wrong, I'll be happy to own it.

PS: The 90 days is only good, if this particular filing goes through, unencumbered by any subsequent amendments.
