The same way any other revoked stock can, by submitting all the necessary paperwork either with the SEC or OTC (for the OTC alternate reporting standard), plus whatever needs to be filed to get its stock ticker (re-)approved and to get market makers on board.

It's relatively rare, but a few revoked stocks have come back to life.

This is an operating restaurant company with open restaurants. It is not a shell.

The question is not "how can this ever trade again," but rather, will its management do the filings to bring it back?

The CEO has hired a crack-shot securities lawyer/firm (Brenda Hamilton/Hamilton & Associates ...) to be the agent for its wholly-owned subsidiary (Nixon Restaurant Group) in Florida. That isn't proof that the company will refile, but that lawyer is very anti-scammer, and is actually a re-hire by the CEO, Nixon. So, in addition to the assorted signs of life and growth that have recently become apparent, something 'legal-ish' is happening that probably bodes well for the company.

There was also an over-two-year trademark opposition started by Ilegal Mezcal that eventually became settlement negotiations, which have now concluded. We don't now what those details are, but it's worth noting that Ilegal Mezcal was bought out by Bacardi in 2023; Barcardi had already owned a minority stake in Ilegal Mezcal before that. The trademark case was over the trademarked use of the words "Illegal Brands" on a graphic logo. Ilegal Mezcal eventually dropped their opposition and "Illegal Brands IP" (a subsidiary of West Coast Ventures Group Corp) got the trademark, but West Coast ... has already begun to fade-out emphasis on promoting products branded with the "Illegal Brands" label. [For one thing, it shutdown its www.illegalbrands.com website and gave up the URL.]

Ilegal Mezcal already calls itself -- and wants to be known as -- 'the ilegal/illegal brand' of mezcal. Mezcal is becoming (more) popular.

Take-away: intellectual property like trademarks have value. Unless Ilegal Mezcal just walked away after over two years (meaning Nixon overplayed his hand and Ilegal Mezcal/Bacardi told him to get-stuffed/they-don't-need-those-rights that much), then West Coast ... could see revenue from that as well.

There are other things that show the company isn't a dead husk.

But almost everyone is nevertheless in wait-and-see mode on filings.
