Just looking at this NR sends shivers.

So Mark Smith comes from MolyCorp producer of REE's (not mentioned)
It mentions Mark taking the private company to a publicly trading Producing mine. But REE's (not mentioned)
The name changes from QRE to Nio before he becomes CEO and REE's erased.
Fast forward from MolyCorp to NioCorp 10 years before he mentions REE's (full on)

Makes me think this was all a big chill for 10 years, while he awaits his No REE clause to expire.
