Nope, only broker/dealers can short and get away with it. Their time frame for covering is distorted/extended as they sell the shares back and forth until they are ready to cover. This also occurs when they pre short CDs in pennyland.
Also, in countries wherein pinks are shorted, it is not a regular margin as we know it. It is a deposit that is usually 1.5 to 2x the current pps. The largest MM/Hedge shorting is Knight/Nite which is UK controlled.
