They have yet to produce any meaningful revenue from their various subsidiaries, so the dilution won't stop once the A/S is maxed out. They'll either increase the A/S or do a R/S which will allow them to continue diluting.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
