For a fair comparison, Solar only produces power 5 hours a day on average, so it is really a $17+ :$5 comparison
More solar panels from e.g. FSLR are only 30c a watt.
What they should do is to have east and west facing panels for 30c more to increase the hours per day of mean sun.
They should never build another nuke. Put the money into solar farms and battery demand-smoothing instead. They can offer a battery subsidy to homeowners and have homeowners contribute to the cost because they get the benefit if back-up.
