I have had my bid jumped when it was not an all or nothing, and watched bids below mine fill for fewer shares than I was trying to buy so if the buy order was all or nothing it wouldn't have mattered either. Mine should have filled.

I also occasionally see that my orders do not show on level 2 and I have alot of my bids eventually fill below my limit order price pushing the SP even lower.

I called Fidelity and asked about the bid jumping and they said their OTC trades automatically go through FDLM, how they process is out of Fidelity's control. They offered to manually enter my order and route through others like CDEL but it would be something like a $30 fee instead of free.

I don't pretend to understand it, legal or not idk. But I have 100% watched it affect the SP in a negative way a dozen or more times. At this point I just accept it and hope it's done in the opposite way pushing the price higher some day when things turn around.
