It looks like we're mixing up big board stocks with otc sub penny stocks.
Well, we're talking about sub penny stocks MM's showing individually on L2.
TDA / TOS is not showing MM's individually anymore for sub penny stocks. only showing combined MM's total bid/ask numbers.
