The April policy statement is regarding extension and the conditions that need to be met.

The FTA/Non-FTA permits are two different things, and one requires different conditions be met.

This order from 6/1/2017 clearly states on page 166 Section B that they have 7 years to commence non-fta exports from the issuance date of the order.
