Can anyone provide information on why the float is not 25.9 million and actually showing here at 5.75 million higher?

At this point the Information flow could likely not be controlled solely by Craig Holland. Are Bigger Players involved? Obvious that Tempered Fin's with Munzee Rev's won't get this to run. But, Maybe a Collaborative Reverse Merger with a Major Player could provide a long anticipated, excellent "Resolution"!!!!!
