No sells and very little volume and the PPS is fluctuating between $0,0013 and $0.0015. How does that happen ?

The behavior that the CEO of CATV is showing is better than most CEO's who run companies from $0.0001 and in the Marijuana business.

Um, the behavior of the CEO is quite bad. He has failed at everything. The reason the stock went from trips to this price point is merely because of the CE removal. Not the actual "running" of the business of cannabis.
