This all sounds so compelling..But the 4 billion dollar "question " remains why would they need CMW and mirage to build this out? CMW said they didn't have the technology to build out dos bocas... Well that's done and operating!!!!
I guess we shall see.... But if he can't secure funding for financial filings or oil wells, no administration in their right mind would give him a project of this magnitude and importance.. JMHO.. $$$$RIP$$$$
