No question that they need money to get the show on the road. They have lost money during startup like any company and DWAC has returned funds to investors very willingly. They need a deep pocket investor to launch this thing. Judging by their behavior I believe they have such an investor and we are on the verge of learning who it is. I've already speculated on one possibility but it really doesn't matter who it is as long as the pockets are deep.
