I agree Congress has shirked its job

But I fail to understand AT ALL how MQD is different

One can just as easily argue

MQD lets congress abdicate its duty to write clear laws

While we disagree on MQD v Chevron (and I see plus and minuses to both and it appears you only like MQD) --- we can agree that it really is the role of Congress to write clear laws ------ and that would MOOT the Chevron v MQD argument. Indeed - as it likely is impossible to foresee all potential future ambiguities that people will sue and argue about ----- CONGRESS should then step in and say with simple one page "laws" --- "this is what we meant" ---- that is the ONE correct answer to the DEBATE (even if all of us will find times we agree or disagree with the policy ------ we then can vote every two years on House )
